NORCAP is part of the Norwegian Refugee Council (NRC), and has a mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development, and peacebuilding sectors, we collaborate with local, national, and international partners on finding solutions that meet the needs of people at risk.
Context of the evaluation
NORCAP is the lead off consortium “Improving Smallholder Resilience through Customised Climate Services” (called also ARCS project) funded by Norad and implemented in Ethiopia and Malawi. The project includes research and development components, and it is concluded between NORCAP (part of Norwegian Refugee Council), NORCE Norwegian Research Centre, Chr. Michelsen Institute (CMI), and the Development Fund of Norway (DF).
This research and development project aims to enhance the resilience, food security, and well-being of smallholder farmers in Ethiopia and Malawi by addressing the climate information services value chain, ensuring access to reliable, demand-driven climate information services (CIS) and strengthening institutional capacity for their co-production, efficient delivery, and use. The implementation of the project spans 2022–2027 (with some components continuing through a no-cost extension in 2028), targeting approximately 100,000 smallholder farmers with CIS and enabling activities, as well as national meteorological and agricultural institutions and other actors across the CIS value cycle.
Objective of the evaluation
This mid-term evaluation aims to assess the operational structure, implementation and early outcomes of the ARCS project. The evaluation will be guided by the evaluation criteria developed by the OECD Development Assistance Committee: relevance, coherence, effectiveness, efficiency, impact, and sustainability; it will assess the potential to achieve intended outcomes; and provide forward-looking recommendations to guide potential upscaling. The evaluation will also zoom in on the consortium structure, management and coordination processes.
