NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. Through the provision of expertise and solutions to humanitarian, development, and peacebuilding partners, NORCAP supports more accountable, responsive, and effective programming. Community Engagement and Accountability (CEA) is a strategic priority within NORCAP's 2022-2026 Strategic Plan, which seeks to support this through Positive Deviance.
Positive Deviance (PD) is an established approach that identifies uncommon but successful behaviours or strategies practiced by individuals or groups who achieve better outcomes than their peers despite operating under similar constraints and having access to the same resources. Within humanitarian action, public health, and climate-related programming, PD offers an opportunity to identify and strengthen community-led solutions that already exist and are proving effective in challenging environments.
This consultancy represents the next phase of NORCAP's Positive Deviance work. Rather than piloting or conducting primary field research, the assignment will focus on analysing existing evidence, identifying documented examples of Positive Deviance behaviours, and translating these insights into practical and accessible guidance products
About the consultancy
The scope of this consultancy will be to strengthen the practical application of Positive Deviance within Risk Communication and Community Engagement (RCCE), Accountability to Affected Populations (AAP), and climate-focused programming by:
- Consolidating and analysing existing evidence of Positive Deviance approaches and behaviours.
- Identifying documented examples of successful community-led solutions within humanitarian and climate-related contexts.
- Translating evidence and learning into practical guidance for humanitarian practitioners and decision-makers.
- Contributing to NORCAP's wider knowledge and leadership on community-driven approaches for resilience and preparedness.
The consultancy is expected to start in September 2026 with targeted deliverables by 31 December 2026.
