Multimedia consultancy – Improving access to education in conflict-affected areas in Nigeria

Nigeria is facing one of the world's most significant education crises, with millions of children remaining out of school. In Adamawa and Borno States, where communities continue to experience the consequences of protracted conflict, displacement, poverty and limited access to essential services, children face significant barriers to accessing safe and quality education.

The impact of these challenges extends beyond school enrolment. Children who are displaced or living in conflict-affected communities may face difficulties accessing formal education due to a lack of documentation, inadequate school infrastructure, protection concerns, poverty, disability, social and cultural barriers, and the psychological consequences of conflict and displacement. These challenges can contribute to prolonged periods outside the formal education system and increase the risk of dropout.

To respond to these challenges, the Norwegian Refugee Council (NRC) is implementing a three-year multisectoral initiative in Nigeria, supporting out-of-school children and vulnerable learners in Adamawa and Borno States to access education and transition towards formal schooling.

The project combines non-formal education (NFE), support for birth registration,  psychosocial support through the Better Learning programme, and the PASSA Youth methodology. Through these complementary interventions, the project seeks not only to improve children's access to education but also to create safer, more inclusive and supportive learning environments.

As the project approaches completion, there is an opportunity to document not only the project has delivered, but what has changed as a result of these interventions. The documentation should capture changes  at individual, household, school, community and systems/government levels while also reflecting the experiences, agency and contributions of affected populations. Capturing this change in a systematic and visually compelling way will provide NRC with evidence and communications products that can be used beyond the life of the project.

The assignment will move beyond documenting activities and outputs to capture stories of change, learning, impact, participation and remaining challenges. Through compelling photography, videography and narrative content, the consultancy will demonstrate how education interventions have contributed to improved learning opportunities, learner wellbeing, community resilience and strengthened education systems in Northeast Nigeria. the materials will be adapted for advocacy, donor engagement, reporting, media engagement, digital communications and fundraising.

The documentation will seek to answer a central question:

What changes when children, young people and communities affected by conflict are supported to access safer, more inclusive and sustainable education opportunities and to participate in shaping solutions that affect their lives?

The consultancy will capture the perspectives of learners, parents and caregivers, teachers, school representatives, community members and other relevant stakeholders. It will also document the wider context in which these changes are taking place, including the barriers that remain and the role of communities and local actors in sustaining progress.

The resulting materials will provide NRC with a reusable visual evidence base demonstrating both the human impact of the project and the wider importance of sustained investment in education in conflict-affected areas.
