IDMC Research Consultancy - Global Mapping of National Data Systems’

Invitation to bid.
Published 19. Oct 2026

The Internal Displacement Monitoring Centre (IDMC) is the world's definitive source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we have offered a rigorous, independent and trusted service to the international community. Our work informs policy and operational decisions that improve the lives of the millions of people living in internal displacement, or at risk of becoming displaced in the future.

IDMC has previously assessed national progress on displacement data through the Internal Displacement Index (IDI). The most recent IDI, published in 2023 as part of 25 years of progress on internal displacement 1998–2023, assessed progress across several dimensions of national responsibility, including a dedicated component on data on internal displacement.

The IDI provides an established foundation for assessing national progress on displacement data. IDMC now intends to revisit and update specifically the indicators relating to data on internal displacement, taking into account developments in national data practices and relevant statistical standards since the previous assessment.

The exercise will also expand the geographic coverage of the previous assessment. Rather than focusing on the countries covered by the previous IDI, the assessment will include a broader set of countries affected by disaster displacement, with the aim of establishing a more comprehensive global baseline of national displacement data systems.

The resulting assessment will form part of the planned enhancement of IDMC’s Global Repository of Good Practices on Internal Displacement (GRGP). In addition to documenting examples of good practice, the enhanced repository will provide structured country-level information showing where national displacement data systems exist, their key characteristics and where important gaps remain. The assessment will also provide an evidence base to inform IDMC’s data-related capacity-strengthening activities and identify opportunities for government-to-government peer learning on displacement data.
