Consultancy to support development of NORCAP Expert Reporting System (ERS) Project

Introduction to NORCAP

NORCAP is part of Norwegian Refugee council (NRC), and has a mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development, and peacebuilding sectors, we collaborate with local, national, and international partners on finding solutions that meet the needs of people at risk.

Context of the assignment

NORCAP is working on development of an internal expert reporting system (ERS) that will tie together reporting sources within one MS Fabric workspace. In the first phase of the project we have worked on collecting, analysing and prioritizing our requirements, designed the data architecture and created user profiles.

This assignment will support the second phase of the project, where we will create a data architecture within MS Fabric, and develop and test a minimum viable product of the system.

Objective of the assignment

This assignment will support the NORCAP in:

  • Organizing the MS Fabric workspace for the reporting system, integration of data sources from various NRC /NORCAP systems, creation of relevant data flows and semantic models.
  • Piloting solutions (MVP) for surveying and data analysis, testing, collecting and integrating feedback.
  • Creating and piloting relevant analytical tools and dashboards.
  • Piloting AI powered search for data sorting and RAG within the expert reporting system.
  • Documenting processes for users and admins in an ERS manual.

Expected Outputs and Timeline

Key deliverables of the assignment:

  • Updated architecture and data model document
  • Operational Fabric workspace with a working survey pipeline
  • Operational analytics model (dashboards/business analytics)
  • AI assistant MVP capable of semantic search and summarization of qualitative variables/fields in reports
  • User documentation – admin and user guides

The schedule will be agreed upon with the consultant(s). The timeframe for the work is between October and December 2026. The estimated time for the assignment is 50 days. NORCAP reserves the right to make changes to the schedule.

Required Qualifications for the Consultant(s):

  • At least 5 years of relevant professional experience:
  • Demonstrated experience integrating enterprise source systems, including HR, CRM, ERP, ITSM, and survey platforms, into cloud-based data platforms. Experience with Oracle HR systems, Freshworks/Freshdesk, Microsoft 365/SharePoint, and Kobo Toolbox is considered an advantage.
  • Experience with Azure Data Factory / MS Fabric
  • Demonstrated experience designing and developing Power BI semantic models, dashboards and reports.
  • Experience creating testing and documenting copilot AI agents
  • Extensive experience with reporting in international humanitarian and development sector
  • Experience in data management and knowledge management approaches
  • Experience in communication, facilitating workshops, and collecting inputs from users and stakeholders.
  • Knowledge of NRC and/or NORCAP ICT systems is an asset.
