The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 80 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. As part of its strategy for 2022-26, where “Integrating Climate and Environment in our response” is one of the sub-objectives, NRC needs to understand and mitigate the climate risks on our projects’ participants by adjusting our programmes and mainstreaming climate change in our response.
In what has been defined as a period for exploration, NRC has until 2026 to develop new responses on how we will work on climate change adaptation, which can then be scaled up during the following strategy period. In that regard, NRC, together with the Red Cross-Red Crescent (RCRC) Climate Centre, has developed a climate risk screening platform in 2025. The tool is informing the identification of risks potentially impacting our sites of interventions and displacement affected communities, and proposes mitigation actions at the community, programmatic and organizational levels ultimately supporting communities in increasing their adaptation to climate change.
This platform has been tested by an internal reference group, gathering NRC colleagues in-country and at global level. Based on this experience and the feedback provided after the testing, NRC would like to further refine and improve the tool.
About the consultancy
The scope of this consultancy will be to refine and improve the NRC climate risk platform based on the following objectives:
- Propose better ways to streamline the process of climate risks screening and mainstreaming.
- Restructure the platform aligned to the stages of the humanitarian project cycle.
- Review the Climate risks screening questions and create linkages with sources and information in the Platform.
- Integrate additional contents, in particular NRC’s Climate Markers, a self-assessment tool to be used by the NRC Country teams to integrate climate sensitivity in programmes.
- Coordinate and conduct the review and update of the adaptation guidance per sectors and climate hazards.
- Review the current contents and propose ways to ensure that the approaches and tools available in the Climate Risks Platform are people centred.
- Develop an online training package for ensuring the appropriation and understanding of the tool by NRC staff and their partners.
The consultancy is expected to start in October 2026 with targeted deliverables by 31 December 2026.
