Climate Financing Deep Dive for Latin America and the Caribbean

NORCAP is looking for an experienced consultant to lead a Climate Financing Deep Dive for Latin America and the Caribbean. The assignment runs August–November 2026 (20 days, home-based) and will map the international and regional climate finance landscape, analyse Loss and Damage financing opportunities, and identify concrete entry points for NORCAP and its partners — directly informing NORCAP’s Regional Roadmap for Strategic Engagement in LAC (2027–2029). Full details in the below Terms of Reference.
We’re looking for someone with:
  • Minimum 7 years of experience in climate finance, climate policy, or international development;
  • Proven understanding of the UNFCCC process and major climate funds (GCF, Adaptation Fund, FRLD);
  • Experience with the climate finance architecture in Latin America and the Caribbean (highly desirable);
  • Proven engagement with global or regional Climate Centres, Knowledge Hubs, or Networks (e.g. Santiago Network, REAP); and
  • Familiarity with Loss and Damage financing, including the Fund for Responding to Loss and Damage (FRLD).
