A Precarious Existence: The Shelter Situation of Refugees from Syria in Neighbouring Countries

This report, published by the Norwegian Refugee Council, offers an analysis of the vast shelter needs of Syrian refugees in neighbouring host countries. The report aims to fill a gap in the neglected area of durable shelters, as the majority of assistance has been concentrated on emergency shelter responses in camp settings.


More than three years into the Syrian, over 2.8 million people have sought safety and protection in neighbouring countries and North Africa. Neighbouring countries have exhibited solidarity in hosting unprecedented numbers, yet even before the Syrian crisis they were experiencing a shortage of affordable housing. Cycles of secondary displacement have been increasing, as refugee families move from place to place in search of adequate and affordable shelter.
