The Norwegian Refugee Council (NRC) is looking one or several Travel Management Companies with a global reach.
We are soliciting bids from reputable providers, in order to establish one or several long-term global framework agreement(s) to allow our country offices around the world to purchase travel agency services.
Background:
NRC is an international non-governmental organisation (iNGO) working with displacement-affected people in 40 countries worldwide. We protect displaced people and support them as they build a new future.
The People & Organisation department (based in NRC Head Office in Oslo) is responsible for establishing Travel policies, as well as making sure each NRC staff have access to a reliable solution to organise their travels. These services are outsourced to one or several Travel Agents. The focal point of the Travel Agent(s) will be a member of the P&O team, based in Oslo.
Tender outcome:
This tender is comprised of 1 lot and will result into one or several long term (max. 4 yrs) Framework Agreement/s with one or more service provider/s.
Requirements & expertise:
As Travel Agency, you should:
- Answer to requests from customers located all around the world, in different time zones, through various channels (online platform, phone, email, chat…), on a 24/7 basis.
- There should always be a “human” solution available to NRC's staff to make a booking or sort out a problem (24/7 basis), preferably through the internet (chat, IP call) or alternatively via a regular phone line.
- Provide competitive travel options, in line with NRC Travel Policy (ItB Annex 01), for the customer to choose.
- Provide travel data for NRC to monitor and analyse the financial, environmental (etc.) impact of staff movements, and help NRC improve its efficiency.
Relevant bidders shall:
- Be duly registered and incorporated as a travel agency or equivalent service provider for a minimum of three (3) years.
- Demonstrate at least three (3) years of active experience as a travel agent, including:
- Proven experience in handling high travel volumes comparable to NRC’s operational scale.
- Proven ability to provide global service coverage on a 24/7 basis.
- Demonstrate the ability to support travel across NRC’s diverse and complex operational footprint, including:
- Identifying and securing viable routing options beyond standard commercial routes.
- Proactively proposing alternative itineraries, regional connections, and practical solutions to facilitate access to remote, high-risk, or logistically constrained locations.
- Demonstrate the capacity to comply with NRC’s Travel Policy (Annex 1), ensuring that all official travel is conducted in a relevant, cost-efficient, and safe manner.
- Demonstrate the capacity to provide reporting aligned with NRC’s data requirements (Annex 2).
- Demonstrate the ability to integrate with International SOS (ISOS) systems as outlined in Annex 3.
- Demonstrate the capacity to integrate invoicing with NRC’s accounting systems in line with Annex 5 requirements.
- Where a staff-facing application (e.g. self-booking tool) is provided, demonstrate compatibility with Single Sign-On (SSO) and Multi-Factor Authentication (MFA) via Okta, including support for the SCIM protocol. User lifecycle management, including automated provisioning via SCIM, is strongly preferred.
