Supply of flexible engineering capacity for the CLEAR platform

Global announcement:

NRC seeks to establish at least one framework agreement with one or more qualified engineering service providers to supply flexible engineering capacity for the ongoing design, development, deployment, and maintenance of the CLEAR platform. This is not a fixed-scope project engagement; instead, NRC is seeking a partnership model where the selected provider(s) supply engineering capacity on a time-and-materials basis, with work packages defined iteratively based on evolving product priorities.

The selected provider will work under the direction of NRC’s internal CLEAR team, including the AI Lead and Product Manager, with work prioritised from a managed product backlog.

NRC offers a 24 months framework agreement (with the possibility of extension), under which specific work orders will be issued as capacity is required.

Background:

NRC is an international non-governmental organization (iNGO) working with displacement-affected people in 40 countries worldwide. We protect displaced people and support them as they build a new future.

CLEAR (Crisis Learning, Early-warning, Anticipation, and Response) is NRC’s flagship initiative leveraging artificial intelligence and predictive analytics to transform how humanitarian organisations detect, prepare for, and respond to crises. CLEAR aims to integrate diverse data sources into unified early warning and early action systems that enable risk-informed, proactive humanitarian response at sub-national level.

The initiative has four core product areas:

  • CLEAR Warning – Crisis detection, risk modelling, and threshold-based alerting
  • CLEAR Insights – Situation analysis, impact estimation, and needs mapping
  • CLEAR Operations Console – GenAI-powered emergency workflow management and decision support
  • CLEAR Cash – Cash assistance dashboard with economic indicators

CLEAR is designed as a modular, API-first platform with a four-layered data architecture comprising data ingestion, processing, storage and governance, and an access layer. The system integrates with external data sources including satellite imagery, climate data, conflict event databases, social media feeds, and partner systems, and interoperates with key humanitarian platforms such as OCHA HDX, INFORM, and ERCC.
