The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, and non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced people across 40 countries worldwide. In Jordan, NRC’s programmatic activities include Shelter, Education, Information, Counselling and Legal Assistance (ICLA) and Livelihoods. NRC maintains area offices in Irbid, Mafraq and Amman, as well as in Azraq and Zaatari refugee camps and a country office in Amman.

The 20 Dunum for Change (20D4C) consortium funded by the French Agency for Development (Agence Française de Développement - AFD) consists of the Norwegian Refugee Council (NRC) as its lead, with Helvetas Swiss Intercooperation (HSI), the Jordan River Foundation (JRF), and Save the Children Jordan (SCJ) as members. The overall objective of the 20D4C project is to promote the economic empowerment of Jordanian small farmers and vulnerable Syrian and other workers in the agriculture sector in the Irbid and Mafraq Governorates of Jordan. This will be done through improved market linkages and climate-smart agricultural practices, income diversification opportunities and financial inclusion as well as the promotion of decent work and child labour risk mitigation and reduction strategies. The 3-year project will contribute to this objective through working towards three intermediate outcomes that will prompt change in behaviour and systems; IO1 - Small farmers increase their productivity and earn higher and more regular income; IO2 - Vulnerable agriculture workers and farmers have access to safe, sustainable, and resilient livelihoods, and; IO3 - Working conditions in the agriculture sector in target areas have improved and incidents of child labour have reduced. 

As part of strengthening gender mainstreaming within project implementation, the consortium seeks to enhance staff capacities through a structured and practical gender training tailored to the agricultural and rural context.

Deadline for Bids:
Deadline for bid submission is 07.04.2026 - 12:00 PM Amman time.

Please submit your bid by uploading all files to the e-tender box (eTB) web site - the link is included in the file 0_LINK TO UPLOAD BID.pdf, which you downloaded together with this tender package.

In order to avoid technical problems, please note that you can upload as many files as it is required, but the single file size is limited to 10 MB each, and it is not allowed to upload zip, rar or 7z  file. Files with the same file name cannot be uploaded twice.

After successful bid submission, you will receive an e-mail confirmation from the eTB system, with the list of submitted files. If you notice that some files have not been successfully uploaded (e.g. due to the internet interruption), please submit missing file(s) again and please put MF after the company name (example: ABC company MF).

If you need to submit a revised bid before the deadline, the Company name in the eTB system should be modified by adding “2” after the Company  name and the latest submission will be considered as the final bid. (Example: ABC company 2)

Information session
As part of the bids’ development process, NRC would like to invite bidders for an online information session on 1 April 2026, 11:00 AM (Amman time Zone) for one hour on Microsoft Teams using the link in the RFQ document.
