KOBLI Resource Mobilisation and Partnership Development Consultancy

KOBLI is NRC’s digital legal aid platform supporting digital information provision, legal case management, and secure communication and document sharing with people seeking legal assistance.
Published 03. Nov 2026

Following several years of deployment across NRC programmes, NRC has completed a business model identifying two complementary pathways for KOBLI’s sustainability: grant and philanthropic funding for its development, scaling, and social-impact objectives; and subscription and paid-service revenue from organisations with the capacity to pay.

Digital ICLA is seeking a qualified consultant or consultancy firm to translate this business model into actionable funding and partnership opportunities. The consultant will identify thematic funding and partnership entry points, map suitable funders and prospective partners, and develop tailored funding packages and proposals. The assignment will also include a targeted market assessment among potential subscribers (organisations interested in adopting KOBLI), including international NGOs and legal aid or asylum-support organisations in European countries, and the initiation of selected engagements.

Application Process and Deadline:

Applications should be submitted to: nrc.digitalicla@nrc.no

Application deadline: Nov 17, 2026

Questions may be submitted to the same email address. Questions received from interested applicants, together with NRC’s responses, will be published on the https://kobli.no/en/page/procurement.
