Background

NRC is designing an integrated participatory tool building on IFRC’s Participatory Approach for Safe Shelter Awareness (PASSA) that embeds environmental, climate, and Housing, Land and Property (HLP) considerations into shelter and settlement decision-making in displacement contexts. This work is supported by Hilton Innovation Funding.

Purpose of the Consultancy

The Global Consultant will lead the technical adaptation, design, piloting support, and validation of a field-ready methodology.

Key Responsibilities

  • Lead the methodological adaptation of existing tools to integrate environmental, climate, and HLP risks using as reference NEAT +, PASSA and others.
  • Develop facilitation guidance, training materials, and visual participatory tools
  • Provide technical guidance to country-level pilots
  • Coordinate country-level consultants and oversee pilots
  • Provide capacity building on training materials
  • Refine and validate the package based on field learning
  • Support global validation and rollout recommendations

Required Profile

  • Advanced degree in Shelter & Settlements, Urban Planning, Architecture, Environmental Studies, Climate Adaptation, or related field
  • Strong experience in shelter and settlement programming in displacement contexts
  • Proven experience developing participatory tools or global methodologies
  • Solid understanding of environmental, climate, and/or HLP issues
  • Excellent facilitation and technical writing skills
  • Strong experience implementing PASSA (or similar participatory tools) and NEAT + tools including Training of Trainers.
