The Norwegian Refugee Council (NRC) is seeking to engage the services of a reputable, licensed, and registered consultant (company or individual service provider) to develop a Practical Legal Manual on Employment Rights in Libya. This initiative aims to enhance the quality and consistency of NRC’s legal aid programming and strengthen the technical capacity of key actors in the country. The manual will serve as an internal reference tool for NRC teams and partner legal consultants. It will build on the structure of similar manuals developed in the region (e.g., Jordan, Iraq, and Lebanon) while being fully adapted to the Libyan legal framework, international obligations, and contextual realities.
The consultancy will produce a comprehensive and practical manual—along with training materials—that consolidates and analyses relevant Libyan labour laws and regulations applicable to both Libyan and foreign workers, integrates international human rights and labour standards related to employment rights, and provides clear, practical guidance for legal case management, counselling, and assistance. The final product will also serve as the foundation for updating ICLA’s information scripts, training modules, and counselling tools.

This Tender is a Two-Envelope process NRC Libya will follow the Two envelop process for this procurement. Therefore, please submit your quotation following the requirements detailed in the ITB. For offer submission it requires you to upload the proposal, free of charge, using the following link.
