Consultancy to conduct review of solutions and feature analysis for the NORCAP Expert Reporting System (ERS) Project

This consultancy will support NORCAP in designing its expert reporting system.

The objective is to conduct a comparative market analysis of existing software, systems and products that could be used for an Expert Reporting System (ERS) against a set of criteria and requirements for the ERS (provided by NORCAP); conduct a cost-benefit analysis, and conduct an analysis of how required features are implemented in the solutions analysed (best practices). This consultancy will support key project decisions:

1. Whether NORCAP should adapt an existing solution for ERS or design one from scratch, and what would be the costs and benefits of each decision.
2. How various key requirements should be implemented in the new ERS system.
