The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We deliver high-quality aid where needs are greatest. Today, we work in both new and protracted crises across more than 30 countries, where we provide camp management, food assistance, clean water, shelter, legal aid, youth led initiative and education.
OVERVIEW
NRC Lebanon, in partnership with UN-Habitat, the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM), is undertaking a Joint Housing, Land and Property (HLP) Assessment in response to the escalation of hostilities in Lebanon since 2 March 2026, which has resulted in large-scale displacement and increased HLP vulnerabilities among affected populations.
To this end, NRC is seeking a qualified individual consultant or team of consultants with substantial legal expertise in Housing, Land and Property (HLP) rights to lead Component 2 of the Joint HLP Assessment: an analysis of Lebanon's legal and institutional framework governing HLP rights in the context of conflict-induced displacement, return, recovery and reconstruction.
The consultancy may be undertaken by an individual consultant or a team of consultants meeting the minimum qualifications and experience requirements set out in the Terms of Reference (see attached).

SUBMISSION PROCESS
Closing date for submitting the bids is 01 September 2026, at 10:00 (24hrs) Beirut Time.
All bids submitted after that date will be rejected.
