Consultancy Summary
NORCAP, in partnership with the Royal Norwegian Society for Development (Norges Vel), seeks a national Climate Finance & digital services Consultant to support the implementation of a financial inclusion roadmap designed to improve access to finance for small-scale cashew and groundnut farmers in northern Mozambique.
This consultancy builds on a previous scoping assessment and aims to develop, test, refine, and operationalize tailored financial solutions in collaboration with financial institutions, cooperatives, farmers, and digital platform partners (including the my.coop system).
Objectives of the Assignment
- Re-engaging financial institutions and strengthening relationships for potential partnership
- Mapping and analysing financial products, security/collateral requirements, and farmer needs
- Testing and validating financial solutions directly with small-scale producers and cooperatives
- Developing technical and security frameworks for new lending models
- Planning implementation phases, including SOPs, technical requirements, and M&E frameworks
Scope of Work
Phase 1: Market Assessment & Partnership Initiation
- Map existing financial products and requirements relevant to small-scale farmers
- Engage potential partners (e.g., Futuro Microbank, GAPI FSI)
- Review cooperative assets and possible collateral/security models
- Initiate multistakeholder consultations
Phase 2: Testing & Validation
- Facilitate structured engagement between farmers/cooperatives and financial institutions
- Test feasibility of adapted products and security arrangements
- Document operational constraints and adoption patterns
- Assess and define technical integration needs with the my.coop platform
Phase 3: Framework Development & Planning
- Develop security frameworks incorporating blended or alternative security options
- Create partnership frameworks with interested financial institutions
- Finalise technical requirements for implementation
- Draft a detailed implementation roadmap and SOPs for financial product delivery
Deliverables
- Feasibility assessment for adapted products, security models, and lending requirements
- Initial partnership frameworks with financial institutions
- Technical requirements document for integration with my.coop
- Detailed implementation roadmap for phased roll-out
- Resource requirement overview & recommendations for next project phase

Required Qualifications
- Minimum 7 years of professional experience in climate finance, agricultural finance, rural credit systems, or digital financial services
- Experience working with smallholder farmers / cooperatives
- Understanding of financial product development and risk mitigation
- Experience with feasibility assessments
- Strong facilitation and stakeholder engagement skills
- Familiarity with Mozambique’s agricultural and financial sector
- Fluency in Portuguese and working proficiency in English
Salary Range
The salary range for this consultancy is competitive and commensurate with experience.
- Salary range: Maximum USD 340 per day.
