NORCAP is developing climate adaptive approaches as a major thematic area, with a strong focus on unlocking access to climate finance for national entities in the developing countries, especially most vulnerable counters in Africa.

Consultancy Summary

NORCAP is implementing a GCF funded project titled “Expert support to strengthen Niger’s operational capacity for accelerated and sustained access to climate financing” supporting the country to facilitates the conditions that help it unlocking access to climate finance.  

This consultancy designed to conduct a dialogistic study to make an institutional capacity gaps assessment and evaluate FISAN’s readiness to get accredited and managed climate finance against GCF’s standards. This consultancy, building on the work that National Council on Environment for Sustainable Development (CNEDD) and NORCAP previous engagement with wider stakeholders, particularly, with private sector and the established dialogue mechanism for national level strategies to access sustainable climate finance.

Objectives of the Assignment

During the consultancy period, the consultant will handle the activities  

  • NDA and FISAN sign a MoU on accreditation process roles and Responsibilities Activity  
  • Conduct an institutional gap analysis of the candidate DAE (FISAN) against the fiduciary standards, safeguards, and compliance policies of the GCF, and develop an action plan to address identified gaps.  
  • Conduct one validation workshop on the gap analysis and the action plan with FISAN, NDA, CTNCVC members, including representation from ministries, private sector, research, civil society, stakeholders that participated in the FISAN identification process, and relevant partners.

In addition to the above activities, that consultant organize AE’s dialogue meetings between NDA, AEs, other partners, and relevant stakeholders, to facilities the action plans are followed through and met in a coordinated timely manner ensuring progress towards final submission towards application for accreditation, ss and discuss climate finance planning    

Scope of Work: Diagnostic study and accreditation roadmap for FISAN

The consultancy will undertake an in-depth diagnostic study to assess institutional capacity gaps and develop a structured, time-bound action plan to strengthen FISAN’s readiness for accreditation.

Specifically, the consultant will be responsible for the following:

  1. Diagnostic Assessment
    Conduct a comprehensive institutional assessment of FISAN to identify existing capacity strengths and gaps across key functional, technical, and operational areas relevant to accreditation requirements.

  2. Capacity Gap Analysis
    Analyse findings from the diagnostic study to clearly define capacity gaps, including institutional systems, governance structures, policies, technical expertise, and operational procedures.

  3. Development of Action Plan
    Develop a detailed, time-bound action plan outlining practical and prioritized recommendations to address identified gaps. The plan should include clear milestones, responsibilities, and indicative timelines.

  4. Validation Workshop
    together, with NORCAP’s climate finance expert based at CNEDD, prepare and deliver a presentation of the gap analysis and proposed action plan to key stakeholders. Facilitate a validation workshop to gather feedback, build consensus, and refine the proposed recommendations.

  5. Accreditation Roadmap
    Develop a clear and actionable pathway (roadmap) for FISAN’s accreditation, outlining the required steps, sequencing, and strategic considerations to achieve accreditation within a defined timeframe.

Deliverables

  • Inception report  
  • Signed MoU by NDA and FISAN 
  • Entity’s (FISAN) gap analysis and action plan to address identified gaps 
  • 1 Workshop report including recommendations to address institutional gaps and to implement the action plan 
  • Final reports with relevant document  

Timeline

Four months from the time of contract signature.

Required Qualifications

  • University degree within a relevant field of study (Natural sciences, climate change, environmental science, political science, or similar). 
  • Knowledge/understanding of climate change adaptation and mitigation, key accreditation requirements of GCF processes (including UNFCC processes)  
  • 5-7 years of relevant work experience with the GCF is a strong asset.  
  • Experience with government processes and procedures, mainly experiences with CNEDD is a strong asset 
  • Experience with climate change adaptation and mitigation in Niger. 
  • Demonstrated skills in strategic advice, partnership development/coordination and program development/coordination, and PCM/grant management  
  • Demonstrated skills in donor relations. 

Salary Range

The salary range for this consultancy is competitive and commensurate with experience.

  • Salary range: Maximum USD 340 per day.
