Acting before the crisis: roadmap for more effective anticipatory action in Madagascar

Madagascar is highly vulnerable to climate shocks such as cyclones, droughts, and floods, which recurrently impact a population where 80% live in extreme poverty. Against this backdrop, the report aims to reinforce the integration of Anticipatory Action (AA) into national disaster risk management systems, with a particular emphasis on the use of Cash and Voucher Assistance (CVA). The report sets four key objectives: to assess the current state of AA in Madagascar; to identify opportunities to strengthen CVA systems within AA frameworks; to analyse the added value of NORCAP’s Cash and Markets programme; and to guide NORCAP's strategic positioning in climate shock response together with Action Against Hunger, national agencies and other partners in the country.
