This report examines issues that arise when addressing displacement in the context of disasters, when urban areas are a source and/or destination of displacement.

The report examines the experiences of El Salvador and the Philippines, selected because they are highly urbanised and disaster prone, and offers valuable perspective on the challenges of protecting displaced people and disaster management in urban areas.

This paper was published by the Norwegian Refugee Council (NRC) with support from the European Union and the Swiss Federal Department of Foreign Affairs (FDFA).
