This paper argues that intervention by humanitarian organizations to support and foster transparency and accountability in land administration in the Gaza Strip is needed.

Following a presentation of the contextual factors in Gaza, the law regime and key actors are discussed. It then elaborates on current trends in land administration that result in evictions, displacement, and expropriation of land. International law standards regarding housing, land and property rights are discussed, concluding with an analysis on the role humanitarian organisations can play in promoting good governance in the Gaza Strip.

This paper was prepared by the Norwegian Refugee Council (NRC) for presentation at the “2014 World Bank Conference on Land and Poverty” in Washington, DC.
