It covers two areas: 1)how practitioners use the principles in operations, why they are relevant and what challenges are associated with their implementation; 2) challenges and opportunities in terms of institutional funding, which impede or facilitate adherence to the principles. Findings and analysis of case studies conducted in Afghanistan, the Democratic Republic of the Congo (DRC), Pakistan and South Sudan are presented, along with decision-making guidance for practitioners, seeking concurrence on what constitutes principled humanitarian funding and holding a high-level conference in Brussels on 4 December 2012.
