As humanitarian funding declines and economic pressures increase, refugees and host communities in Uganda are facing growing protection risks that extend beyond traditional humanitarian concerns.

The Norwegian Refugee Council's latest report, “Understanding Protection Risks and Needs Among Refugee Communities in Western Uganda and Greater Kampala”, examines how poverty, food insecurity, limited livelihood opportunities, housing insecurity, gender-based violence, child protection concerns, and barriers to documentation are affecting refugee communities across settlements, transit centres and urban areas.

Drawing on consultations with more than 1,000 refugees, asylum seekers, community leaders and key stakeholders, the report highlights the interconnected nature of protection risks in Western Uganda and Greater Kampala and the critical role of community-based protection systems. It also provides recommendations for government, humanitarian and development partners, refugee-led organisations and donors to strengthen protection, inclusion, self-reliance and access to essential services.
