This report is based on in-depth legal analysis and quantitative and qualitative research, including 15 focus group discussions, 35 interviews of displaced persons, government representatives and humanitarian actors and a survey of 793 households.

The report provides a legal analysis of key housing, land and property (HLP) laws and institutions. It also gives an overview of the on-the-ground reality for communities affected by displacement and highlights how gaps in these areas could be addressed.
