Lessons from Baghdad: A Shift in Approach to Urban Shelter Response

This study builds on existing research and guidance related to response and recovery in urban crises and aims to move the conversation forward.

This paper challenges the role and approaches of humanitarian agencies in urban settings to discover how they can best address the complexity of cases. Lessons are drawn from the Norwegian Refugee Council’s (NRC) urban programmes in Baghdad, and how these experiences can be applied to response and recovery in other cases.
