This report examines the gendered and intersectional vulnerabilities, gaps, and opportunities in housing, land and property (HLP) rights with a focus on displaced and conflict-affected populations in the north and south of Ukraine.

The report is commissioned by the Norwegian Refugee Council (NRC) and developed between April and October 2025. It highlights not only the structural barriers that women and other vulnerable groups face but also identifies opportunities to strengthen inclusivity and resilience in Ukraine’s ongoing humanitarian response and longer-term reconstruction.
