Almost three years into the escalation in Gaza, nearly the entire population has been displaced, many people multiple times. Large portions of the population continue to live in tents, makeshift structures, overcrowded buildings, and damaged homes that provide inadequate protection, privacy, and space for essential domestic activities.
The Shelter Cluster’s January 2026 multisource damage mapping estimated that 320,181 housing units had been damaged, affecting approximately 1.7 million people. 
 
Although a ceasefire was agreed upon in October 2025, Shelter Cluster monitoring indicates that the entry of critical shelter and NFI supplies remained far below identified needs between August 2025 and June 2026. 
 
The report assesses three pillars: shelter adequacy, living conditions, (whether people can conduct basic household tasks) and the surrounding environment and access to services. The classification’s methodology was developed by the Global Shelter Cluster and was developed to be akin to the IPC. The classification system has 5 phases.: Minimal, Stressed, Crisis, Critical, and Catastrophic.
