Construction and Rehabilitation of Water Sources in Area C

This memo is intended for legal practitioners, and provides an overview of the legal and administrative regime controlling the water sector in Area C of the West Bank.

One dimension of the embittered Israeli-Palestinian conflict concerns the use of water. In 2009, the World Bank assessed that Israelis enjoy disproportionate use of fresh water resources over four times that of a Palestinian and Palestinians are forced to buy water from Israeli companies.

The Palestinians in Area C suffer greatly from the complexities of the political situation in the West Bank, and often suffer limited access to available and clean water.
