This thematic report is the first in a series published by the Norwegian Refugee Council (NRC) on housing, land and property rights; land tenure; and land-related conflict in Liberia.

Wars, particularly protracted and extensive conflicts, can leave overlapping levels of claims on parcels of land. With a civil conflict spanning from 1989—2003, the continuation of land disputes remains a major hurdle to reaching lasting peace for Liberians. The intention of this series is to provide original research and analysis to support the Liberian government and civil society organisations in protecting and promoting property rights in Liberia.
