Building Linkages Between the Formal and Informal Justice Systems in Afghanistan

This report outlines the findings of the United States Institute for Peace project “Building Linkages Between the Formal and Informal Systems in Afghanistan” in the Herat province between March—September 2009.

The primary goal of the study was to assess the durability of linkages between state and non-state justice systems in Herat province, as few linkages exist, resulting in separate and distinct laws and procedures. What follows is a diagnosis of the health of the justice system in the Herat province, and recommendations to address the severe problems of state justice while maintaining minimum standards of protection at the village level.

The report was written by the Norwegian Refugee Council (NRC) with research funded by the United States Institute of Peace (USIP).
