Prioritizing resources at the interagency level after the US funding withdrawal

US contributions made up 47 per cent of funding to consolidated humanitarian appeals in 2024. With the withdrawal of nearly all these funds, the humanitarian system is now forced to make extremely difficult choices about where and how to direct the remaining non-US resources.

To this end, on 26 February the Emergency Relief Coordinator sent a message to all HCs asking HCTs to consider how to reprioritize within their countries. The ERC did not provide detailed guidance in making this request, noting only that geographic areas with lower severity of needs and activities that go beyond lifesaving (typically Strategic Objective [SO1] 1 in HRPs) could potentially be deprioritized.

This document aims to support these HCT discussions by outlining NRC’s thinking on these issues.
