Cluster reform recommendations: additional questions for reflection

The Cluster Simplification recommendations proposed by the OPAG Co-Chairs aim to make coordination more people-centred, operationally relevant, simplified, and better prepared to transition and exit. Meeting these goals will require not only restructuring systems but also adjusting ways of working and decision-making patterns.

With these broader changes in mind, this document outlines a series of questions that may need to be resolved for these proposed changes to be successful in delivering on their intended purpose. Answers to these questions do not necessarily need to be found right away, but we believe they are nevertheless helpful to have in mind when deciding if and how to pursue the suggested changes.

The document works off the basis of the 13 May recommendations from the OPAG co-chairs, so may not reflect adjustments in later versions of their document.
