The right to decent work in Uganda: new employment rights guides

NRC, in collaboration with its partners Uganda Law Society and Refugee Law Project, is proud to launch two new resources on employment and self-employment in Uganda. The Guides were developed by two law firms: CR. Amanya Advocates and Solicitors and Origo Advocates that generously provided pro bono research facilitated by the Thomson Reuters Foundation/Trustlaw.

1. Guide to Employment Rights for Uganda

This guide provides a comprehensive overview of Uganda’s employment laws and protections, focusing on the rights and obligations of both employers and employees. It covers employment relationships, contracts, wages, workplace safety, social security, working hours, and leave entitlements. The Guide also addresses taxation, disciplinary procedures, termination, and dispute resolution. Special attention is given to vulnerable groups such as youth, women, persons with disabilities, gig workers, and foreign workers, including refugees. The guide also outlines provisions for apprentices, interns, vocational trainees, and the role of trade unions and collective bargaining.

2. Self-Employment and Small Business Guide for Uganda

Focused on entrepreneurship and self-reliance, this guide offers practical legal guidance for refugees and Ugandans starting or running small businesses. It explains the different types of traders and self-employment and outlines the regulation of various professions. It covers types of traders, business structures, registration steps, licensing, taxes, and National Social Security Fund requirements. It also includes guidance on intellectual property and basic business obligations, with annexes detailing relevant fees. Detailed annexes list key fees for registration, licensing, and intellectual property.

The guides are a legal resource for humanitarian and development professionals working with refugees and Ugandans on work rights, youth employment and vocational training, livelihoods, self-reliance and resilience. They aim to improve understanding of the legal landscape in Uganda and support inclusive and sustainable economic opportunities for Ugandans and refugees.

These resources reflect NRC's commitment to advancing self-reliance, access to decent work, and durable solutions for refugees across Uganda.
