NRC has managed to conduct large-scale shelter projects under difficult conditions. The projects are responding to clear needs and should be continued as the demand for shelter is there to stay. One critical issue is, however, not fully addressed; to target the most vulnerable.

The landless are by design left out and to some extent people who are having difficulties with input of self help costs, like material and workmanship. Thus NRC needs to reassess and to adjust the conditions of shelter packages and to include a wider range of conditions.

The donor’s timeframe needs to be negotiated longer, as pressure of completing the house and/or to find resources are sometimes causing beneficiaries to withdraw.

NRC has a unique set of expertise with its legal programme and should continue to emphasize an integrated approach to its shelter programming.
