The ADN Dignidad programme, implemented in Colombia by Action Against Hunger, the Danish Refugee Council, and the Norwegian Refugee Council, provided six months of multipurpose cash assistance (MPCA) to vulnerable Venezuelan migrants, Colombian returnees, and host communities.

Each household received approximately $77 USD per month, along with training in nutrition, budgeting, livelihoods, and legal support.

Key results

  • Improved food security, income stability, and wellbeing in the short term.
  • Lasting gains in food security and life satisfaction, especially for Venezuelan migrants.
  • Reduction in negative coping strategies like child labour and borrowing.
  • Modest social integration improvements; no significant change in children’s education.
  • Economic gains faded over time, indicating the need for complementary livelihood support.

Cost-effectiveness

  • Cost per reduction in food coping: $155.5 (short-term), $346.5 (long-term).
  • Benefit–cost ratio: $1.14–$3.35 per dollar invested.

Key takeaways

  • MPCA can deliver durable food security outcomes.
  • Training boosts long-term behaviour change.
  • Programs should include follow-up support for income and job stability.
  • Ongoing tracking is essential for understanding the long-term impact.

ADN Dignidad demonstrates how integrated MPCA approaches can strengthen both short-term resilience and long-term wellbeing.
