In Nigeria, women continue to face exclusion from housing, land, and property (HLP) rights despite legal guarantees of equality. In Plateau State, the Norwegian Refugee Council (NRC) and partners are working to change this reality through an integrated approach that combines legal reform, engagement with traditional authorities, and community sensitisation.

This report outlines progress made in strengthening women’s tenure security and ensuring that communities increasingly recognise and uphold women’s rights to land and property.

These efforts build on evidence from NRC’s August 2023 assessment on women’s HLP rights in Plateau State.
