In 2026, Somalia is facing a deepening humanitarian emergency driven by drought, conflict, and mass displacement. A reduced humanitarian response, amid budget cuts, has significantly weakened frontline protection presence for displaced communities across the country.

In the first quarter of 2026 alone, more than half of all protection risks recorded in 2025 have already been reported. Gaps in the protection response are leaving communities increasingly exposed to violence, exploitation, and abuse.

This analysis highlights critical gaps in the protection response in Somalia and the urgent need to strengthen protection services.
