This briefing note, authored by the Norwegian Refugee Council (NRC), CF Stabilisation Support Services, and CARE Ukraine, examines the complex challenges facing IDPs as Ukraine prepares for the 2025 Ukraine Recovery Conference (URC) in Rome. The note highlights how fragmented governance, limited resources at the local level, and weak coordination between humanitarian and development actors have left many IDPs without a clear path to durable solutions. It underscores the urgent need for a human-centred recovery approach: one that places the voices and needs of displaced people at the heart of reconstruction.
