Sudan’s war continued to devastate lives in 2025, driving displacement, hunger, disease outbreaks and repeated violations against civilians across the country.

The Norwegian Refugee Council's (NRC) Sudan Annual Report 2025 looks at how our teams and partners responded in the world’s largest humanitarian crisis, delivering support in hard-hit and hard-to-reach areas while working through access constraints, siege conditions and a rapidly worsening humanitarian situation.

Over the past year, NRC Sudan has:

  • Reached more than 1.3 million people directly across 18 states and 57 localities with emergency assistance, education, legal support, livelihoods, shelter, protection, and water, sanitation and hygiene services, while also reaching over 1.5 million people through Group Cash Transfers and around 192,500 through the bakery support project.
  • Responded to major emergencies including Tawila, the fallout from Al Fasher and Zamzam, and siege conditions affecting civilians in Al Fasher, Kadugli and Dilling.
  • Expanded cash and market-based support, including multipurpose cash assistance, wider cash programming, and bakery support that helped keep bread more affordable in Darfur.
  • Worked with 93 partners and delivered more than 1,800 Group Cash Transfers through local responders, reaching over 1.5 million people through this locally led model.
  • Used digital systems and adaptable delivery approaches to help teams manage information, monitor risks and deliver aid more efficiently in a highly constrained environment.

At the end of 2025, 33.7 million people in Sudan were in need of humanitarian assistance. This report reflects both the scale of that crisis and the determination of Sudanese communities, local responders and NRC teams who continued to deliver support despite immense pressure and daily risk.
