Call for evidence: Anticipatory Action for Conflict

NORCAP, through the Consortium for Civilian Safety and Security, is launching a call for evidence to gather information and resources on various activities related to Anticipatory Action for Conflict (AAfC).

The aim is to compile evidence on existing practices, gaps and opportunities related to Anticipatory Action for Conflict to: 

  • Create a resource manual  

  • Develop training and capacity-strengthening materials 

  • Promote knowledge on AAfC and develop a participatory roadmap 

Anticipatory Action for Conflict refers to the proactive measures taken by civilians themselves, humanitarian organisations, governments, and other stakeholders to prepare for, mitigate, or reduce the threats of armed conflict and other situations of violence. This can be done through interventions like early warning systems, civilian evacuations, scenario analysis and planning, community safety planning and risk assessments. 

We are looking for different types of evidence of AAfC: 

  • Case studies on any types of AAfC efforts
  • Tools used to inform such efforts
  • Training resources
  • Recommendations that can be drawn from existing knowledge and practice

All evidence that falls within the AAfC definition above is welcome, even if they concern actions that do not adopt the label of "Anticipatory Action for Conflict", or which do not meet the usual characteristics attributed to AAfC, such as pre-agreed triggers, pre-agreed activities and pre-arranged financing.  

This caveat aims to ensure that this evidence-gathering exercise is not restricted by formal labels, especially in view of better capturing locally led practices.

Background information: 
In December 2024, NORCAP, Humanitarian Policy Group (ODI Global), and NOHA launched the Consortium for Civilian Safety and Security, supported by the Belgian Ministry of Foreign Affairs (MFA). The consortium seeks to strengthen evidence and build skills for practive measures that protect civilians, with the goal of supporting their consistent and effective implementation.  

In July 2025, NORCAP mandated a consultancy team on Protection through Anticipatory Action for Conflict (AAfC), aimed at supporting the consortium by researching and further developing evidence on how anticipatory action can be and is used to mitigate threats and ensure civilian safety and security.
