
NORDEM is a civilian capacity provider, specialised in human rights and democratisation. NORDEM’s main objective is to enhance the capacity of international organisations working in these fields.

Norwegian Refugee Council currently operates and develops five different roster mechanisms and projects under the NORCAP umbrella. Around 1000 people are part of these rosters and approximately 800 deployments of varying length are completed every year. NORDEM will be the sixth expert deployment capacity.
Natural extension
NORDEM has about 200 experts on standby within areas such as good governance, independence of the judiciary, human rights, and election observation and election assistance. It recruits, trains and deploys qualified personnel and is fully funded by the Norwegian Ministry of Foreign Affairs.
“NORDEM’s mandate and working methods fit well into NORCAP’s set-up and will form a natural extension of the current area of work. We are therefore very excited to see NORDEM become part of the NRC family, says Giæver.
This is not the first time NRC is working with NORDEM. Before 2009, NRC was responsible for HR and administration of the NORDEM roster – in close cooperation with the University of Oslo.
