Durable Solutions for Internally Displaced People

On 25 November 2019, the Norwegian Refugee Council (NRC), in a partnership with the UN refugee agency (UNHCR) and in cooperation with the UN Office for the Coordination of Humanitarian Affairs (OCHA), convened discussions with central government authorities, members of parliament, local authorities and civil society organisations about promoting durable solutions for the 1.4 million people registered as internally displaced people (IDPs) in Ukraine.

Using this occasion, NRC Ukraine presented the Ukrainian translation of the Framework on Durable Solutions for IDPs prepared by the Inter-Agency Standing Committee (IASC), a forum for UN and non-UN humanitarian partners.

This key international document on durable solutions provides guidance on the development and implementation of long-term solutions for IDPs by articulating key principles governing the process and laying down eight criteria for measuring the extent to which IDPs have achieved a durable solution. The document is designed to help decision-makers define benchmarks and inform the governmental response to ensure that IDPs do not face discrimination because of displacement and no longer have any displacement-related protection or assistance needs.

Drawing on the IASC Framework on Durable Solutions for IDPs, NRC Ukraine has also prepared a briefing note featuring the definition of durable solutions and their key modalities, criteria and principles, as well as presenting the key recommendations of NRC Ukraine to the Ukrainian authorities.
