1. BACKGROUND
Over the past decade, NRC has been pivotal in delivering essential psychosocial support services (PSS) in educational settings through its flagship PSS in education intervention, the Better Learning Programme (BLP) - a key initiative developed in collaboration with the Arctic University of Norway (UiT). As part of NRC's Right to Wellbeing 2025 initiative, the BLP is now operational in 34 countries, aiming to enhance the wellbeing and educational outcomes of children and youth impacted by displacement.
Recognised as a core component of NRC's education efforts, the BLP is known for its effectiveness, adaptability, and evidence-based approach. With the programme's expansion, there is a growing need to ensure the BLP resources - manuals and implementation guides - are as user-friendly and accessible as possible. This need is critical for maintaining the programme's quality and effectiveness as it scales and adapts to diverse contexts and users.
This initiative aims to facilitate ease of use for NRC implementers and future partners, ensuring the materials are optimised, simplified for broad accessibility and practical application by selected key strategic partners.

2. OBJECTIVES
The purpose of this consultancy is to review and streamline selected resources from the recently completed scoping database. The selected resources will be simplified in both content and structure to enhance usability for NRC staff and partners in Palestine. Additionally, these resources will be adapted for broader access and prepared for inclusion in a digital hub for resource sharing. As part of this process, some of the resources will be converted into an online course. This consultancy will also design the user journey for the online course to ensure an effective learning experience.
The Psychosocial Support in Education in Emergency Resources Simplification Consultant will:
- Content Review and Analysis: Conduct a review of the selected BLP resources. Identify areas where content is overly complex, redundant, or confusing, and suggest specific changes to improve clarity and ease of use for field implementers and graphic revision.
- Stakeholder Engagement: Collaborate with key stakeholders, including the Global BLP Unit (GBU), PSS Managers, and the Arctic University of Norway (UiT). Gather feedback from these groups to inform the review process and ensure that any revisions address the practical needs and challenges of implementing BLP in the field.
- Target audience user journeys: based on the findings from objective 1 and 2, develop appropriate user profiles and map the correct user journeys to follow as users interact with the content.
- Implementation of Feedback-Endorsed Changes: Pilot the content developed following the pathways created and then incorporate the endorsed recommendations and revisions from consultations with stakeholders, ensuring that all modifications align with the program’s objectives and meet the needs of NRC staff and partners.
- Graphic Vision and Development: Define and propose a graphic design and illustration of content for the BLP materials. This may involve personally revising the design or overseeing the hiring of a graphic design service provider. The aim is to ensure that the visual presentation (visual aids) of the resources enhances readability, usability and accessibility.
- Quality Assurance and Final Review: Conduct a final review of the simplified and streamlined materials, ensuring all changes maintain the quality and integrity of the original content. The revised resources should be user-friendly and fit for both in-person and digital use.
