Consultancy – Review of the Regional Emergency GBV Advisor (REGA) mechanism

NORCAP, part of the Norwegian Refugee Council, is the leading global provider of expertise to the humanitarian, development, and peace-building sectors. NORCAP’s mission is to improve aid to better protect and empower people affected by crisis and climate change. To this end, NORCAP partners with different types of organizations like United Nations agencies, regional organizations, national and local actors, through all stages of crisis.

NORCAP is seeking assistance in assessing the performance and relevance of the Regional Emergency GBV Advisers mechanism (REGA) which we manage jointly with the GBV AoR and UNFPA, and provide recommendations for the mechanism as a strategic, interagency resource going forward.

The consultancy is to take place ASAP, preferably with a start date in June for a total duration of 72 days (estimated 45 working days for the consultant).

To apply, please submit:

  • The CV(s) of the applicant(s) / review team.
  • A cover letter or expression of interest - highlighting relevant competencies, experience and skills relative to the Terms of Reference of the review, and the reasons why you are an added value for this work.
  • A technical proposal with suggested approach, timeline, and itemized budget. Applicants should include all costs including in-country data collection costs. This should be inclusive of VAT or any other tax responsibility. Evaluators registered outside of Norway should note that the VAT element (20%) will be paid directly by NRC to the Norwegian tax authorities and therefore will not form part of their payment.
  • Examples or links to similar work /review reports
  • The names of at least 2 previous clients in similar products to contact for references.
