For Syrian women, inheritance is not simply a legal right: it is a pathway to security, economic independence, and recovery.

Yet across Northwest and Northeast Syria, conflict, displacement, lost documentation, restrictive gender norms, legal complexity, and weak enforcement continue to make that right difficult to claim.

NRC research found that 93% of women have faced housing, land, property, or inheritance issues since 2011, with acute challenges in conflict-affected areas. Legal reform alone is not enough. Actors must support integrated interventions that address legal, social, institutional, and protection-related barriers, in order to support women to claim their rights and avoid doing further harm.
