Despite the decreased scale of clashes between the opposing sides, violations of the ceasefire happen regularly with the exchange of small arms, artillery, and heavy weapons, resulting in newly damaged or destroyed housing on a monthly basis. This, in combination with the fact that neither the Ukrainian government, nor donors, international organisations and INGOs have been able to meet the complete shelter needs generated from the outbreak of the armed conflict, has resulted in unmet shelter needs in Luhansk oblast (GCA).
The Norwegian Refugee Council (NRC) has conducted an assessment in order to understand the real situation in terms of shelter needs across Luhansk oblast (GCA).
