The role of compensation for damaged and destroyed housing in rebuilding lives and communities in Ukraine.

Ukraine’s eRecovery programme is an important pathway to housing recovery, but legal, operational and financial barriers continue to limit access for conflict-affected communities, particularly displaced people and those with complex property cases.​

This Norwegian Refugee Council (NRC) report analyses the main barriers that people face when trying to access compensation for damaged and destroyed housing in Ukraine. It also provides recommendations for Ukrainian authorities, international donors, and the humanitarian community, to expand access to this critical programme.
