For those displaced across international borders due to climate change and disasters, humanitarian and international law experts have identified a normative protection gap.

This report explores the policy and legal options in cross-border disaster-related displacement, including formal laws and socio-legal issues in the Horn of Africa, Kenya, and the MENA-region (Middle East and North Africa). Findings and recommendations are offered from three case studies examining those who fled to Kenya, Egypt, and Yemen.

This report was published by the Norwegian refugee Council in collaboration with the United Nations University Institute for Environment and Human Security (UNU-EHS).
