Bhutan: Land of happiness for the selected

This thematic report is the inaugural edition in which the Norwegian Refugee Council (NRC) aims to highlight neglected conflicts. Bhutan, a tiny kingdom sandwiched between the regional giants China and India, has a silent tragedy playing out against its Nepali-speaking minority.

Denied citizenship, the Nepali-speaking minority continue to be polarised within Bhutanese society in oppressive measures going back to the 1980s, yet has remained largely ignored by the media. This report aims to revive discourse on the long-ignored plight of the Nepali-speaking refugees trapped within Bhutanese borders, and provides recommendations to be taken at national and international levels.
