Consultative processes on the HCT access strategy, the establishment of subnational HAWGs located closer to the field to address operational challenges and increased capacity-building opportunities for frontline and national humanitarian staff are some of the initial achievements.
This report is one of three case studies exploring how humanitarian access working groups support engagement with non-state armed groups and de-facto authorities and the factors that both enable and constrain that engagement. The findings are based on interviews with humanitarian access specialists, senior humanitarian officials, and donors.
The Mali report finds that:
- The impact of HAWG’s products would be more significant if they were shared more broadly within the country's humanitarian architecture. Establishing stronger connections with the ICCT and the HCT has the potential to elevate and possibly bring more timely attention to specific access challenges, particularly those related to NSAGs encircled areas.
- The lack of coordinated positions on negotiations with NSAGs and red lines has proven detrimental in the past, with costly compromises being made by humanitarian actors. Although the HAWG has made efforts to offer guidance on best practices, these have not received endorsement from the HCT nor gained acceptance as standard norms within the humanitarian community. Given the continuously deteriorating access conditions, consensus on practices is crucial to maintain the principled character of the response.
- The humanitarian community has high expectations toward the Humanitarian Access Working Group. When these expectations are not fulfilled, there is a tendency to shift focus to alternative platforms, resulting in a dispersion of efforts and resources and growing frustration. It is essential for both the HAWG and the broader humanitarian community to collaboratively reassess the role of this platform in the face of substantial contextual challenges. This involves providing a clear and defined focus for the HAWG and supporting its efforts through dedicated resource allocation and active engagement of its membership.
En 2022, le Groupe de travail sur l'accès humanitaire (GTA) au Mali connaît une revitalisation avec la nomination de nouveaux coprésidents et un engagement renouvelé de ses membres. Les processus consultatifs sur la stratégie d'accès de l'EHP, la mise en place des GTA sous-nationaux plus proches du terrain pour relever les défis opérationnels, et l'augmentation des opportunités de renforcement des capacités pour le personnel humanitaire de première ligne et national sont quelques-unes des réalisations initiales.
Ce rapport est l'un des trois études de cas explorant comment les GTA soutiennent l'engagement avec les groupes armés non étatiques (GANE) et les autorités de facto, et les facteurs qui facilitent ou contraignent cet engagement. Les conclusions sont basées sur des entretiens avec des spécialistes de l'accès humanitaire, des hauts responsables humanitaires et des donateurs.
Le rapport sur le Mali constate que:

- La communauté humanitaire a de grandes attentes envers le GTA. Lorsque ces attentes ne sont pas remplies, il y a une tendance à se tourner vers d'autres plateformes, entraînant une dispersion des efforts et des ressources et une frustration croissante. Il est essentiel que le GTA et la communauté humanitaire élargie réévaluent de manière collaborative le rôle de cette plateforme face à d'importants défis contextuels. Cela implique de fournir un objectif clair et défini pour le GTA et de soutenir ses efforts par l'allocation de ressources dédiées et l'engagement actif de ses membres.
